Academic from Manado State University (UNM), North Sulawesi, Prof. Dr. OC Kaligis SH MH stated that the 1998 tragedy was not a violation of Human Rights (HAM) which was protested by NGOs.

“There could be differences of opinion, for example in the case of the massacre of 40,000 people in South Sulawesi carried out by Raymond Westerling,” said Prof Kaligis in Jakarta, Thursday.

Kaligis said that in 1950 Westerling was arrested in Singapore and Indonesia requested Westerling’s extradition but was rejected by the Singapore Court.

This problem is related to Prof. Yusril Ihza Mahendra’s statement that the 1998 Trisaksi tragedy was not a serious human rights violation which was ultimately protested by NGOs.

For this reason, as an academic, Kaligis stated that there was a need for an explanation of the differences of opinion regarding human rights.

According to him, the Singapore Court did not have time to try Raymond Westerling as a human rights violator, but Westerling was flown back to the Netherlands and stopped in Belgium.

Even from Belgium, Westerling went to the Netherlands and wrote a number of books and they were best sellers in the Land of Windmills and became the most admired person.

Kaligis added regarding the case of Abilio Jose Osorio Soares (former Governor of East Timor) who was defended in court through the decision of the Supreme Court of the Republic of Indonesia No.4 K/Pid.HAM. Ad Hoc/2003 Abilio Soares was declared guilty but at the Judicial Review (PK) level he was acquitted and declared not to be a human rights violator.

Kaligis, who was once a lawyer for three presidents, namely HM Soeharto, BJ Habibie and Prabowo Subianto.

Said that in Indonesia the case of the death of activist Munir Salim Said is considered a human rights violation.
