As an effort to reduce building construction in River Basins (DAS) and minimize the risk of flooding and soil erosion, the Minister of Agrarian Affairs and Spatial Planning/Head of the National Land Agency (ATR/BPN), Nusron Wahid, provided a solution related to land ownership and control on river banks.
One of them is by issuing a Management Rights Certificate (HPL) in the river bank area.
“The land within the river bank line, we will later determine to be state land and will be owned by the River Basin Center (BBWS),” explained Minister Nusron, after attending the Coordination Meeting (Rakor) Regarding the Evaluation of Joint Spatial Planning with the West Java Provincial Government, at Depok City Hall, Tuesday (11/03/2025).
The plan is that the land on the river bank will be registered in the name of the West Java Provincial Government with the HPL under the BBWS.
With the issuance of the land certificate, according to Minister Nusron, the land on the riverbank automatically becomes a state asset, so that its ecosystem can be managed.
Regarding the news that mentioned that there was a certificate issued for land on the riverbank, Minister Nusron also gave a response.
“We will review it case by case. If the process is not correct and there is fraud, we will cancel it, but if the process is correct and it is indeed the right, there will be land acquisition, compensation for mercy,” said the Minister of ATR/Head of BPN.
The Governor of West Java, Dedi Mulyadi, appreciated the solution provided by Minister Nusron regarding the issuance of HPL Certificates on riverbanks.

“This is a strategic step that we are taking, which God willing, various things in West Java and their obstacles can be resolved well thanks to the cooperation between the provincial government and the Ministry of ATR/BPN,” explained Dedi Mulyadi.
Furthermore, Dedi Mulyadi said that the Coordination Meeting opened by the Regional Secretary of West Java, Herman Suryatman, was a very positive assessment for West Java Province to immediately improve its spatial planning.
The Coordination Meeting was also attended by Mayors/Regents throughout West Java; Head of the BMPR/SDA Office of Regency/City; and Head of Land Affairs of Regency/City.
Accompanying Minister Nusron were the Director General of Land Rights Determination and Registration (Dirjen PHPT) Asnaedi; Director General of Land and Spatial Survey and Mapping (SPPR), Virgo Eresta Jaya; Acting Director General of Spatial Planning, Reny Windyawati.
Head of Public Relations Bureau, Harison Mocodompis; Director of Regional Planning Development for Region I, Rahma Julianti; and Head of the West Java Province BPN Regional Office and staff.
